    Abstract
The Rochester Embayment designation refers to a portion of Lake Ontario and a portion of the Genesee River near Rochester, New York. The Remedial Action Plan (RAP) will identify water quality problems and specific actions that need to be taken by various parties to address the problems. The Remedial Action Plan effort has been undertaken due to an international agreement to improve the water quality of the Great Lakes water system. The International Agreement, known as the Great Lakes Water Quality Agreement, is described in more detail in other sections of this chapter. The preparation of the RAP is being coordinated by the Monroe County Department of Planning and Development through a contract with the New York State Department of Environmental Conservation (NYSDEC).
    Description
The development of the Rochester Embayment Remedial Action Plan was made possible by a grant as allowed by Section 205(j) of the Clean Water Act and through a 25% match of local funds from Monroe County. Monroe County's 205(j) grant was administered by Ms. Michele Beilman of the Central New York Regional Planning Board. Initiation of the grant was by Dr. Robert Collin of the New York State Department of Environmental Conservation in Albany. Recent administration of the funds by the New York State Department of Environmental Conservation has been by Mr. Richard Draper. Federal funds to support work under the Clean Water Act are administered by the U.S. Environmental Protection Agency Region II offices in New York City. Mr. Charles Zafonte is our U.S.E.P.A. contact.
