Abstract
The outdoor dining structure was an ad-hoc response to the COVID-19 pandemic that for 5 years populated the street parking spaces of New York City. Historically restaurants were not permitted to seat customers in the roadway, but with indoor seating disallowed, they built themselves crude structures out of accessible, low-cost construction materials. Outdoor dining structures provide a template for a more transformative intervention in the use of public space. They represent private interests recontextualizing public space for a new, semi-public use. In New York City, space comes at a premium you don't see anywhere else, with all usable space and then some being populated by business, transportation, and parking. A chance to reclaim this space is rare, especially when it's for something other than generating revenue. Who is allowed to reclaim public space? Are people only allowed to when it is necessary for the continuation of commerce?
