Abstract
In the summer of 2020 in the United States there have been calls for sweeping changes to law enforcement institutions in response to police shootings as well as years of broiling tensions between minority groups, most notably the Black community, and law enforcement. This is not the first time such a change has been called for, and depending on the outcomes, it may not be the last which begs the question: what should the goals of local law enforcement agencies be and how functional are local law enforcement agencies at accomplishing these prospective goals? To theorize this, the structure of the NYPD will be analyzed with special attention to its extensive structural change in 1995. The design and effects of the NYPD actions will be evaluated against the protocols and goals proposed under the Obama Administration's Task Force on 21st Century Policing.
