Abstract
This research paper examines the issues of bilingualism, bilingual education, and the empowerment of Latino students and their communities – particularly in Rochester, NY – from historical, present, and future perspectives.
Chapter One provides a demographic and socio-economic national view of Latino-Americans, focusing in particular on Puerto Ricans. It also summarizes the history and struggles of bilingual education through the 1980s.
Chapter Two provides an historical and contemporary view of the Puerto Rican / Latino community of Rochester, NY as well as a history of the advocacy for and development of bilingual education in the Rochester City School District. A history of the development of Puerto Rican political advocacy through the development of the Ibero American Action League in Rochester, NY is also provided.
Chapter Three predicts that, under the right circumstances, the influence of Latinos in every segment of society should increase due to demographic growth. This influence would include education, politics, and higher family incomes.
